Memorandum or Essay tending to demonstrate the necessity of the Re-establishment of the East India Company. Manuscript apparently unpublished, by a former officer of the Compagnie des Indes. Economic, commercial and political project for the development of the French colonies in the East Indies and in the Indian Ocean. The author, who says he has spent twenty-seven years in the various parts of India, continually occupied in studying by taste all the part of the administration, puts forward here nine proposals and gives general observations on the concessions in these lands (islands of France and Bourbon, Madagascar, the Seychelles, Bengal), the administrators, the goods, the government of the colonies, etc. He makes a positive judgment on the re-establishment of the French colonies in the Indian Ocean. He makes a positive judgment on the re-establishment of the Compagnie des Indes: I dare to believe that we will end up agreeing that it will only be through an association that we will be able to re-establish a rich trade. [...] The Company must be sovereign in all the Concessions, beyond the Cape of Good Hope. To achieve this, the Company must have coercive power. During his career, which began in the administration of Mahé de la Bourdonnais, Louis-François Lerot (1721-1805) travelled through the regions of the Indian Ocean, learning the different dialects and acquiring a great deal of knowledge about the culture, politics, trade and customs of the inhabitants of this part of Asia.
